NICE – Opportunity or Threat for medical device market access
Many governments now use Health technology assessment (HTA) and appraisal to support decision-making for medical devices and therapy access. For many years HTA was seen more as an academic discipline and rarely used by policy makers for specific devices or technologies. This all changed in 1999 when NICE was created in the UK. In an attempt to address the so-called ‘post-code’ or ‘zip-code’ lottery NICE was established to ensure everyone had equal access to medical treatments and high quality care from the NHS, regardless of where they lived in England and Wales. NICE is probably best know for its Technology Appraisal Programme which is clearly important for certain types of medical devices. Other activities of NICE include the Interventional Procedures Programme (IPP), Clinical Guidelines Programme (CGP) and much more recently the creation of the Medical Technology Advisory Committee (MTAC) and Evaluation Pathway. Each of these activities can and do have implications for medical device market access and therapy development. In this presentation we’ll consider each of these activities performed by NICE from a medical device company perspective and discuss the opportunities and threats when it comes to market access.
The opportunities for quick market access in the UK
Following a review in September 2009, there are now several initiatives to promote the adaptation of new innovative medical device technologies within the UK NHS public Healthcare system. Currently there are some very attractive opportunities for Medical Device companies with products that fit into the Quality Innovation Productivity & Prevention (QIPP) programme, an initiative to help save the NHS between £14 and £20 Billion between 2011 and 2014. In addition there are now regional and national NHS departments focusing on the introduction and adoption of new Innovative med tech devices. The NHS has over 1400 HRGs, so your device may to fit within the current coding system allowing fast market access. In this presentation we will briefly describe the different opportunities illustrated with successful case study within vascular surgery.
